Yes they are survivors and they are not incapable of work.

How long will volunteers have to clean up after them at the Astrodome and serve them? The great majority are not injured. Why can't they get volunteers from amongst these survivors to get organized and do the work and not sit around on cots? In fact the first thing should've been to ask them to step up and contribute to their own welfare.
