If a mandatory evacuation order exists and someone refuses to evacuate, they are in violation of law. Perhaps a signed waiver is not necessary, but who would be responsible if that person was shot by a looter or required evacuation because of illness. To what extent do the authorities have responsibility under that condition?

No responsibility. If you choose to stay and get shot or sick, its your baby but don't force them to leave their homes. I am talking about homes that aren't damaged.
