Lousiana Highway patrol thought it was too difficult to block the on ramps except for a small section of highway. As far as I can tell, Lousiana public officials are all pretty worthless.

Typical government idiocy...why weren't the inbound lanes used for outband traffic?As far as I know, they were. We left at 2:30 pm Saturday and the announcment had been made that contraflow would be in effect beginning at 4 pm. Perhaps that photo was taken just before 4 pm?
I've been curious to learn how contraflow worked. It wouldn't surprise me if they were late in instituting it.
