Not really. If the dude is high on PCP or METH he may not even notice that he has been killed and forward momentum can get you killed way before he succumbs. A 357 has a fair chance of knocking him down or at least throwing him off balance to give him a moment to consider the hole in his heart.

Theoretically yes. I have seen reports of a perp continuing to run and function for up to a minute after having his heart shattered by a 12 ga slug at close range. As I said, a 22 isnt optimal, but handled correctly and with the right ammo, it is nothing to sneeze at.
