It is misinformation. The feds have no such rule. If they did, it would be published and it's not. In fact, what is published contradicts it. Also, there's no FEMA contract with the States. The States are mandated to form the emergency agencies, perform evaluations, construct response plans and their first responders are required to undergo fed training and fulfill fed requirements.

Here is the state Homeland website - it is CLOSELY coordinated with the Federal Homeland including FEMA - no excuse for the one hand not knowing what the other is doing.
