They used their first responders. Some NO first responders were looting right beside the riff-raff. Oh, and now they are on vacation in Las Vegas they are so stressed. Yeah, stressed by carrying all their looted items. I don't remember any 9-11 first responders in NY taking vacations a few days after 9-11, do you?
