Unfortunately, this type of behavior is not exclusive to New Orleans.
New Orleans has a high rate of sexual assault committed by law enforcement for such a small force -- only 1,500 members.
Very true, but the NOPD damn near has a copyright on it. These stories are nothing new. During a visit to the Big Easy over 20 years ago, I recall one cop holding up a liquor store and killing another off-duty cop/security guard in the process. Hundreds of cops on the force had felony records. The NOPD, like the city and the state are hopelessly corrupt and like any corrupt organization that relies on graft, intimidation, and deception to exist, they are completely incapable of preforming in a real emergency.
