It seems to me that Banja Luka, come hell or high water, will be chivvied into accepting Police reform so that Bosnia can enter both the EU and NATO.

Which makes Jovic's stated desire for a Croat entity nothing but empty calorie soundbites produced for local consumption, as far as I can tell.
