Inland where, how far? How do these people get established, who pays for the upgraded rail facilities? How do they get people from the rail station to where they work, or to the restaurants, gas stations, bus stations, that support the workers, etc...What about emergency personnel, do they live far inland?
It is not my job to plan those things. But it has been done before with communities where people can live 45 mins out of an industrial area. It would be suicidal imo to rebuild with homes and businesses to the levels they had pre-storm.
