There was a report on a group of Vietnamese immigrants who were a "sea of tranquility" among the chaos at the Convention Center. They also refused to accept help from the rescuers before others were taken care of.
That is because the Viet Namese that were relocated to the Gulf Coast (all along it) are universally hated in the region. They were trying to stay alive by being invisible.
You are correct in that the animals that committed these crimes are responsible for committing them. The governor is responsible for refusing help from the military by not allowing the feds to take charge. She is responsible for that. This breakdown of authority falls on her shoulders.
Ultimately the entire liberal left and their social engineering has borne its ugly rotten fruit. They also bear some responsibility for enabling the environment to brew and fester simply to stay in power.
