Most of the worst effected by Katrina were black
Most of the doing th looting, raping and killing of blacks were other blacks
Most of the rescuers, volunteers and donation will come from whites

Bush declared a state of emergency for Louisiana on Aug. 27. That was two days before Hurricane Katrina hit Louisiana. The declaration started the process to assemble federal resources. Facts?

The governor of Louisiana has first jurisdiction. He should have been the one to use NO and Louisiana schoo buses to get people out of NO, and should have called up the LA. Natnl Guard the day before the hurricane hit.
