Didn't I also read that the levee that was expected to break didn't and it was one that was not expected to break that did? (Boy, that's a terrible sentence).
Also, there was an article on FR today that said strengthening of the levees was to be completed in 2013. I see they had a sense of urgency :-)
Get this, I heard on Ankarlo here in Dallas that it actually was the environment whackos that halted the upgrade of the levees to withstand a Cat 5 hurricane.
Add Katrina to the deaths attributed to enviro-whackos along with the deaths from banning DDT.
