yes, but the federal law says only that if the state issues driver's licenses to illegals, they must be specially marked. So, unlike past years, Cedillo's bill would have the illegal alien licenses specially marked, which would then make them comply with federal law.
The feds actually have no authority over whether a state can issue licenses, specially marked or not, to illegals. The federal law just says that if the state doesn't mark them, no license issued by that state will be recognized as valid ID for federal purposes, such as airline flights.
