Planning must include who drives the buses if the usual drivers can't or won't. A good plan has several layers of backup if one thing or another doesn't work. IOW, "having no drivers" is no excuse.

The Louisiana Legislature should conduct an immediate investigation into the failures of state and local officials to implement the written emergency plans. The tragedy is not over, and real leadership in the state and local government are essential in the months to come.
This won't happen ... not in a blue moon. After all, Louisiana is the state of Huey Long ... corruption and incompetence are required attributes for the jobs of Mayor and Governor.

Do Louisiana and New Orleans citizens know the extent of this incompetence? I can't imagine Gov. Blanco and/or Mayor Nagin surviving a visit to Houston's Astrodome. I think they would be torn limb from limb...
