The racial balance won't change in Louisiana much. The political effect of this is beyond imagining on a macro level, at least on a state level, maybe national. But the state will lose in 2012 one and maybe two congressional districts. Jindal and Jefferson might have to find private sector jobs, or run against each other at a minimum.

We shall see what happens after the next election. The RATS lost a large chunk of their voting block. A lot of the people who lived in the projects will not be moving back anytime soon.
