It's President Bush's fault that Nagin didn't follow Nagin's plan. C-mon! It is ALWAYS 'BUSH'S FAULT'!
Now the latest is that Bush himself fractured the levy to intentionally kill minorities. It is ALWAYS 'BUSH'S FAULT'!
