Oh, dear Lord! That's crazy! I'm not even sure that many people will be left in Louisiana.

Interesting question, Dude. Most of the law is open on that point (who can be reached to vote in a statutory manner). Probably would tilt to Blank0's favor, e.g., post-Katrina NO refugees have been collected and deposited in hard addresses (the USPS has given the Astrodome its own zip code) whereas the people who left NO pre-Katrina have scattered to the four winds.

Incompetence of La Gov and NO Mayor put whole country at risk with crippled transportation system and curtailed energy production, whole US should be able to petition to recall the governor
