I think any commission that has Zell Miller and John Breaux...probably gives major problems to the city mayor of NO, and in particular to the governor. These guys will ask the questions that bring out the entire story. This is not a pretty sight.

First, the city of NO had no real evacuation plan...and whatever they had on paper simply wouldn't have worked. So the SuperDome episode was triggered by this, as well as the buses that might have been there to take folks out of town.

Second, the governor who should have had leadership abilities...didn't. By the time the governor woke and realized just how bad it was...it was already the end of the second day after the storm.

Third, FEMA did what they do for any normal storm, and expected the state and city government to carry out emerency operations for the first 24-48 hours before their equipment showed up. FEMA should have second-guessed this one particular state and known that they didn't have a plan or a way to make it work.

Fourth, the cops that should have controlled the town after the storm for 48 hours...ran into the biggest bunch of criminals that you could put together. All those fools that ran around selling crack and robbing folks for the last 20 years...and the cops didn't do anything about it...got themselves an entire town to rob and burn.

Fifth, Congress and the Corps...should have figured out 25 years ago that NO was under sealevel and couldn't fair well through a storm. They could have set up a 15-year program to upgrade the levies and ensure safety...and never pay more than $200 million a year. But they didn't...nor did the state or the city itself.

And as for GW...his second sense should have told him that those damn fools in NO were incapable of handling an emergency...unlike Texans or Floridians or just about any other state. He might as well declare martial law the day before any future storm hits NO...and put a fed guy in charge.
