Key words...~"how the federal government responded to the crisis."~
Looks like she's not wanting the probe to focus on local and state officials....or am I reading it wrong?

You're not reading it wrong..They wont touch another Dem politician . It will be a telivised Bush bashing fest and nothing more. The bulk of the American public will eat it up. At this point Bush is just a punching bag no matter what he does and this will be the way it is untill he's gone.

EVERY attack by the 'Rats and the Lamestream media is designed to deflect blame away from the state and local officials. This is not to say that the Federal Govt response was perfect -- but the primary responsibility was state and local.
