You're right. Another thing to consider is that this is personal, the dead and suffering in NO are likely to be the friends and families of these policemen. It is personal in a way that the nameless enemy in war isn't.

Another thing to consider is that this is personal, the dead and suffering in NO are likely to be the friends and families of these policemen. And it's their homes too because of the NO residency requirement for city employees.
