Mandate means require. Just like communist governments have passed laws that require the use of open source instead of products the US is attempting to sell. I've given you countless links of this. Now the liberals all across this country are doing the same thing. I've given you countless links to that as well. Yet you've never once condemned any of it. Obviously you condone it. Look up the word condone if you don't know what it means.
