Is there any exploration of what "extreme" means?

Just a hinh that when the state governor is able to communicate with the feds, and has some semblance of command and control, then the state governor is entitled to retain command and control.

But, if the governor is out, and there is no command and control, the feds aren't gonna sit on their thumbs.
