FEMA's job starts around 24 hours after the end of the event. They need reports by the state to indicate what is required and where to put forces. The city and state in this case...delivered zero. The city couldn't even muster evacuation of the residents...and used the SuperDome as the solution...which was ok for 12 hours...but it never used meant to be a 72-hour solution. Even if you had 1,000 Guardsmen in Baton Rouge at the start of the hurricane...I doubt seriously that anything would have been different.

And one must ask the biggest question...if another hurricane whips up next week against Florida...will we have the same results?

There was already the question raised on how New Orleans can afford the 20% copay on the 80% FEMA aid...

You could say, their credit is under water.
