After the fiasco in NO, it would be wise of the US Gov't. to set up say three or four strategicly positioned National Emergency Response bases under a re-vamped FEMA, using some of those bases they are closing. The first to enter any disaster area should be the National Guard and Special Response Forces (without needing to be invited by a State's Governor) to establish security for relief forces and organizations.
