Beats me. This is the first disaster where I have reviewed the fed/state relationship and the role of FEMA.
There is always tension between fed and state, that's a good thing. ANd there is always the political reality of politicians putting reelection and control before their constiuents. I just gotta shrug that off, the people get all of the government they tolerate and deserve.
