Read what the Governor was begging for help with. She wanted reimbursement/loans for every extraordinary expense and help with debris removal. I don't see any mention that she wouldn't be able to secure the evacuation centers or provide food, nor do I see anything about those who remained at their homes.

I just said on a similar thread -- can't imagine who advised her, I know she had advisors. Many regrets now.
