I think they should only rebuild what is needed for the port- and do what needs to be done to the French Quarter and the Garden District (what areas didn't flood) for historical reasons. Bulldoze the rest and turn it into a giant park.

the decision to rebuild NO should not be based on whether its a lib stronghold or not. NYC is a lib stronghold too. the rebuilding of NO will occur, but some parts of the city may not be rebuilt. NO is important economically to the US in terms of shipping and oil.
we need a good solid plan, and we need to take the corrupt LA and NO political machines out of the rebuilding effort.

Build what is necessary, but make sure someone besides the politicos in NO and LA cannot get their fingers on 1 red cent. The process (including RFPs and contracting) and funds need to be managed by someone/group out of state and every penny needs to be accounted and justified for and no overruns - No Southern Big Digs!
