There will be a lot of work needed to restore the damage in NO and elsewhere. Some work will be skilled, some won't. There are a lot of displaced folks, some who have useful skills, some who just have strong backs. FEMA needs to record those willing and able to help and put them to work as soon as the work is available. No reason to have outsiders do all the work. It will be done quicker and better and will create more civic pride to let the natives do as much as possible. If dewatering NO delays work there than put NO natives to work in other areas with the promise of moving them to NO work as soon as possible. DON'T let able bodies sit and fume in relocation camps for months. Provide good communications for those working back to those who can't so they know progress is being made. Otherwise we'll have riots in a couple months.
