I wouod think in a CAT 5 storm removing the buses from the city would have been the smart thing to do. Now, of course, filling them with needy people might be too smart for them to handle.
The deployment of buses to assist the needy is part of the evacuation plan. 80 elderly in a nursing died because they had no assistance from the city (buses). Criminal. No excuse. Someone made a decision to save the buses.
