Better to be safe in a traffic jam on high gtound, than dead.

If they had used the incoming lanes on the highway, there would have been no traffic jam. Those buses could have gone full speed in their own lanes.

Ut is my understanding that the contra lane procedure was used but, unfortunately their were no buses to roll.
