The mayor is in charge of local police, the Parrish, county governments are in charge of those, the governors are in charge of the National Guard, the President is in charge of Active duty forces only.
FEMA relies on all those in a state to tell them what they need. FEMA was prepositioned in 3 states, but the HURRICANE did so much damage it took days to cut trees, rebuild roads, find ways around washed out bridges, etc. to get to those in the most need.
Look at Mississippi and Alabama, they are already cleaning up and rebuilding. The folks are receiving food, water, ice, and meds, as well as help to clean up.
Louisiana is still a mess as the Governor refuses to give the President the power to do it all. IMHO!
