Excellent post! Anyone involved in emergency planning knows that the response starts with local resources, then state, then the federal help comes once requested. It is remarkable to me that Pres. Bush declared the state of emergency BEFORE the hurricane, and had to coach the governor regarding evacuation. I just saw the tape of Mayor Nagin giving the evacuation order. He read it from a paper and had no urgency whatsoever in his voice.
Mayor Nagin was all over the airwaves today proclaiming the emergency response procedures to be bureaucratic BS. In the alternative universe of the nanny state, apparently federal responsibility is the only thing he can imagine. He surely couldn't have read his own job description or his own emergency plan. Neither did the governor.
