No doubt the AP is very disappointed that looters were shot instead of Corps of Engineers contractors
My take is the AP jumped the gun on the story because of their overeagerness to believe it

The contractors were shot at and were NOT killed. The cops took out the bad guys. I don't know if they absolutely sure of this, but they sound reasonably confident.
With the report that police shot contractors, my heart was breaking -- both for the contractors and for the police, who -- I assume -- are the good guys among the NO police, who stayed on the job and are probably exhausted and probably trying valiantly to make up for the poor image too many of the NO police created.
I hope this version -- thugs go after contractors and are shot by police is the final one!

NEW UPDATE:
FOX NEWS just reporting that thugs shot at the contractors, and Police shot at the thugs. Time is 6:21 EST. "Bad guys were killed."
My own thoughts too:
I don't want to hear any more criticisms from the Mayor that "Heads should roll."
He botched the evacuation, and many of his Police turned in their badges. What is worse is this: many New Orleans Police were reported to have taken part in looting themselves.
Also, we have been working with Joint Task Force Katrina, and we have turned a corner. 20 Million MREs are ordered, and 10 million were flown into MS and LA today. Water, ice, and aid is flowing in. We are still in "Crisis mode, but things are much, much better.
