Sounds like they need to work on their aim!
The media shouldn't be telegraphing our stormtroopers intent to shoot to kill, that way the thugs won't have time to discard their weapons and suddenly become hapless refugees instead of targets.
My first thought, also. Then I remembered some of the threads regarding police (lack of) marksmanship and decided they should be lauded for hitting any of their targets.
That is, assuming the thugs were armed and guilty of anything other than protecting what is theirs.
