Some officials in the state suspected a political motive behind the request. "Quite frankly, if they'd been able to pull off taking it away from the locals, they then could have blamed everything on the locals,"

Am I missing something here? Bush wanted them to request federalization Friday. The feds would then have been in charge. They refused. The locals were in charge during those first few horrible days and now they're blaming the feds (for not being in charge?). And they think if the feds had been in charge, the locals would have been blamed?

It sounds like Alice in Wonderland logic to me. If someone can explain this reasoning, I'm willing to listen.

It is Alice in Wonderland language, and the reason for using it is to manipulate public sentiment regarding who its leaders should be. The politicians and media have dumbed down the public, and are now taking advantage of that.
