The NOPD is the lowest paid and least trained of all 'big city" PD, many have pointed out the corruption before the storm.
Note to everyone, real disaster plans count on a percentage of public employee no-shows. Human nature is to take of your own first, then worry about the job...
Since NO was right at the edge of bankruptcy, the cops may have figured they had nothing to lose by running away.
Several other posters have noted that only you can count on you to take care of you (or words to that effect), to which I will add only this, learn from this to avoid being one of these poor souls seen on the nightly news.....

The more I hear, the more it sounds like these guys really screwed up. Well....at the least the mayor and govenor certainly did. When those in command behave as if it's no big deal and there IS no emergency, you have the makings of a disaster.

Which state's guardsmen? Did the governor call for them or did they come on someone else's orders to wait for full staging? Did the complainent have time to supervise his own looting officers while he was criticizing others? Guess he means the NG from one of these three states since apparently nobody from Louisiana did anything wrong.
