Qatar is what socialism can be like when the government has $$$ and doesn't need to rely on the collective production of its citizens.
Only about 20% of the population is Qatari; the rest are imigrants on work visas. They control and process incoming workers very carefully.
I was there on a work residency visa and enjoyed it very much.

qatar has always sounded like a country that had it's act together.I'm not sure what you mean by that, it is a monarchy ruled by an emir who overthrew his father. The legislature is appointed, not elected. (see: http://www.cia.gov/cia/publications/factbook/geos/qa.html).
It seems to me this is exactly the sort of nation we ought to be working to change, especially if you look at the President's undying mission to spread freedom and democracy to the Muslim world.
I hope folks aren't suggesting that just because they give us basing rights and a $100 million that everything is fine.
