I can imagine that we might refuse those particular offers from the Russians. They'd be in danger of being shot by the crazies. I actually read about the offer at some Russian-related site, but it didn't say that the offer had been refused.

Turning down the special forces team I can see. That would be a match in a powder barrel with the gangbangers down there. That article (nor any other) didn't say the rest of the Russian offers were turned down, though.
I did note that Sri Lanka isn't the only low-GDP nation that offered. Honduras, El Salvador, Jamaica, Hungary, Colombia, Dominican Republic -- none of those are what you'd call economic powerhouses.

The Red Cross corruption is what makes me irritated to hear our President and so many others pimping them. From the 9/11 donation scandal all the way to diverting 'earmarked' donations away from Southern CA fire victims to their national coffers, overhead costs, the Arkansas prisoner blood supply scandal, to as far back as WW2-era stories my mother's told me... I can't support them.
They are not the only game in town. Fortunately.

Agreed, but I look at it like this. Suppose well-off parents hit some trouble. They need to spend quite a bit of money to get back on their feet. Do they take money from the child just out of college, barely setting himself up in the world? Even though they have sacrificed to get him there? No, they use their resources to solve their problem, perhaps with help from wealthy friends, and allow their child to use his meager assets to build his own life. Not only is it better for the child, but it makes him independent faster.

Your right they don't have a lot of oil, but when I was working there they were sitting on a lot of natural gas and expected to make more money from that project than from oil exports.
Also, I have never lived in a country where I have felt safer from the common criminals than I did in Iraq. You seldom heard of crimes there.
I would like to thank the country of Qatar for a very generous donation to the USA and I do so without any snide remarks or looking for ulterior motives.

Thank you for pointing out the Sri Lanka donation. That is akin to a child putting a quarter in the collection plate.
I don't mean that to be patronizing. Just that sometimes the smallest donations mean the most.

No easy translation there, pronounced with a "KH" sound that is natural in Arabic, but not in English. I work with an Arab owner and employees, I am trying to get the hang of this. Same reason for the Quaddafi, gaddafi Khadafi thing
