Bottom line is: the Super Dome was just a microcosm of life in NO before the hurricane.
They have a high murder/rape crime rate. As the Baton Rouge mayor said he didn't want any NO "thugs" (his term) in his city.
The mayor even admitted they have a high drug and murder rate in his interview blasting Bush/Blanco.
That Dome, unfortunately, was business as usual for the NO residents, and that's probably why they didn't react to the violence.
BTW, is the Black Caucus calling black gangs targeting whites "racial discrimination."

Yes it was the scum section of NO, but it was scum put under pressure by fear, hunger, thrust, injury, pain, darkness, filth, resentment and death. Of course it descend into anarchy.
