New Orleans' Mayor Ray Nagin squandered his moment of opportunity to become a hero; squandered his opportunity to be the spark igniting those things that are noble, courageous, and gallant. Nagin, a failed hero, encouraged no one, urged no one, to "become" that legend of his time....a star to shine from out this darkess and forever into the future.
I like what you are saying. Imagine instead of swearing at the world and begging for Daddy to save his city, if he had gone down with a megaphone to the Dome or the Convention Center and said
"People, you are the survivors of a disaster of epic proportions! Help is on its way, but government can't be everywhere at the right times to help us. WE MUST HELP EACH OTHER! We are strong! We are New Orleansians [or whatever they call themselves]!
"I know you are hungry! I know you are thirsty! But turn to your neighbor! Help him get by! Help those with children and babies! Help your Mommas and Papas, the elderly among you! Let the world see that this storm has washed away our THINGS, has even washed away the 21st century from us, but it has NOT WASHED AWAY OUR HUMANITY! Our kindness! Our love!
"Do not fight amongst yourselves! Lend a hand to stop others from squabbling in frustration! Do not allow the brute, the thief, the murderer among you! You are strong enouigh to throw evildoers from your midst! Do it!
"WE WILL SURVIVE THIS.
Make yourselves PROUD of how you are enduring! This is not the end! Let us climb over this obstacle together!"

Exactly! It could have been a very proud moment for the people and mayor of New Orleans....a story told throughout the ages....but he failed to do any such thing that was right....and now, in large part because of him, that story can never be told.

You are correct. That would be all right if they did a little policing along the way. Remember that they searched all over the spot where Chandra Levy died and never found her; it was a guy walking his dog.
If there is a murder in the City, there is about a 10% chance that the killer will be identified by the cops, no more.
