The two Democrat congressmen in Louisiana are from the 2nd and 3rd Districts, greater New Orleans. It's safe to say that Louisiana has a Democrat governor and a Democrat senator because of New Orleans. If New Orleans is still unihabitable next year what happens to those congressmen?
