In South Carolina all Interstate lanes are made one way to expedite the evacuation and no inbound traffic is allowed, even to the point of being arrested if you try it. I wonder why that wasn't done in La. Because NO and LA are a corrupt cesspool. They had no plans, just look at this picture of the school buses unused that could have been used to evacuate 10's of thousands of people.

Yep. That was pretty much the answer to the question. Authorities in states other than La. have actually spent some time thinking about what they should do. In La. no one prepared even though they knew the big one was inevitable. My example is a small one but I think it illustrates the lack of preparedness perfectly.

I cannot believe that they will not let these people walk over the bridge to safety. This is unreal that they would force these people to endure these horrid conditions.
