as an excuse for the slow response? I'm not sure of the point you're attempting to make.

What the H311 is this "slow response" crap?

1. Katrina was a Cat 5 Hurricane.
2. Katrina trashed transportation and power for 200 Miles North of the coast and 110 miles East of New Orleans.

WHERE do you supose that relief supplies and personnel should have been pre-positioned? After you explain that, then explain HOW they were supposed to respond any faster than they did considering EVERY road was clogged with debris. AND there was ONLY one road into and out of New Orleans.

The response to this disaster is only "slow" because of:
1. the sheer havoc wreaked by this storm and
2. TOO DAMN many people DIDN'T evacuate New Orleans!
