Fact: Yes, the people who stayed should have stocked up on the basics, but it does alter the reality, that once it was clear how many people needed help (regardless of whose fault it is) and how hard it would be to provide help in a timely way on the ground, then an air solution should have begun.

The same food and water that has been arriving via ground, but belatedly, could have been delivered more efficiently by air more quickly.

An Air solution has begun, planes began brining supplies yesterday, the day before the air force was readying the runway to accept planes. That means that ummm, Tuesday the day the levees broke, an Air Solution had begun.

I guess we should use your timeline: Levee breaks, planes land. Try to be more realistic in your expectations, it's just as hard to provide help from the air.
