Whoa, Shep now claiming people are LOCKED in the convention center. Police set up roadblocks to keep people from leaving NO. That can't be true.
Actually, I could believe it (although I have no info). As I understand it, there's only one road in/out of NO. It is easy to imagine police deciding to clear the roads of foot traffic so the convoys could go back and forth. It would be infuriating to be trapped that way, but I could easily see how it might happen.

The road blocks in the Gretna bridge were put up last night by the parish President and Police chief. There were/are untold numbers of desperate people roaming within the parish, where most residents had evacuated before the storm, and most residences were empty. Untold amount of home break-ins and looting, arson, firefights. Parish President made a statement that he would stop them at the bridge last night, over his dead body, on a local newscast interview.
Sounds like Shep is on a hearsay rampage. Better pull him out, he's shell-shocked.

What Shep doesn't realize is that Gretna is in Jefferson parish, not Orleans Parish, and Sheriff Harry Lee has issued a state of emergency and no one who doesn't belong there will be allowed in. He knows the thugs would make matters worse there and his responsibility is to the people of his parish and to keep them safe. Harry Lee was on in the beginning stating he would just as soon shoot looters than to arrest them and he will, he doesn't mess around. Needless to say he has maintained order and control there.
