YES! In PA you are not allowed to have more than $2000 in combined assets. This includes life insurance, savings/checking accounts of all adults AND children in the household. They can even make you sell your vehicle if it is worth more than $2000.

Therefore, people learn to spend everything that comes in because they have no reason not to, and never learn to save money by purchasing food they cook themselves or shopping at cheaper stores because they have no reason to do so.

Not true. (in most cases). Some people save money in a jar instead of a bank.Father left the family so that he could work and save the money to get his family off welfare but had he tried to do so while in the home they never would have made it. That same father saved enough to buy a house which that family will be moving into soon. And BTW you are allowed to stockpile food. I personally do anyway. Ever hear of Save-a Lot foods? It's my favorite store ;)
