From the whining coming from certain political sectors it sounds like this is already happened de facto. I vote we call the recovery period "The Reconstruction" part II

And I'm sure Bush was the one to advance the idea of federalizing the region since he's a smart man and knows they are clearly incompetant.

Actually, I suggested that as a possibility to consider in later time earlier. That a method to assess incompetance needs to be addresssed so if the local politicians are not capable of facing crisis, those that are will take over. Also mentioned this would give certain people worried about the Patriot Act heartburn.
