Clinton administration officials argue that the flood-control efforts are local projects, not national, and should be paid for by local taxes. I would argue that every project proposed over the last 100 years to protect New Orleans from a category 5 hurricane would fail to prevent a catastrophic destruction of that city. If anyone can provide a counter argument to that statement, other than relocating the entire city, I would like to hear it.
