Quick question
Just listening to Nagin on FOX. Currently he is the mayor. How long is his term? When is he up for re-election?
I can find the answers to those questions, but thinking of those led me to wonder this:
Cleanup will be a massive undertaking. I believe it will take longer than the mayor's term. The citizens will be scattered far and wide.
What happens to local government? Does he hold onto the "leadership" position? What happens when there is no population for the local government to represent?

I was wondering that yesterday -- why are we listening to a Mayor whose city doesn't exist anymore?

Sucks to be Nagin. He will be mayor of an evacuated (no taxpayers) mudpuddle, under FEMA/federal control until rebuilt. Betcha the city charter does not have a continuation clause. You might check with cajungirl or someone from Louisana.
Just thinking out loud - My suspiscion is they will essentially freeze reps in place for some period of time, perhaps extend the mayor's term until such time as a strategy for NO is mapped out.
One possible scenario would be "absentee" balloting for those residents of a reconstituted NO who do not give up residency.
