That's why we couldn't simply commandeer cruise ships to move out/house refugees - virtually all are flagged in other countries (Panama, Liberia, Bahamas, etc.), and seizing a ship of another nation is an act of war.
Maybe they should forced to change that. They do it to avoid certain restrictions. No more hall pass.

That was from the first paragraph of the post. Nothing is being "seized" or confiscated. Chartering implies scheduling and paying.
